இலங்கைக்கு 1920ஆம் ஆண்டின் நடுப்பகுதியிலிருந்து மிகச் சிறந்த சுகாதார பாதுகாப்பு அணுகுமுறை இருந்துவந்துள்ளது. (1978ஆம் ஆண்டின் அல்மா-ஆட்டா பிரகடனத்திற்கு முன்பிருந்துகூட). இலங்கை பிரதான பாதுகாப்பு சுட்டிகளில் குறிப்பிடத்தக்க முன்னேற்றத்தைப் பதிவுசெய்துள்ளது. ஆரோக்கியமான குழந்தை பிறப்பு, பிறப்புடன் சேர்த்து குழந்தையின் சுகாதாரம், சிசு மற்றும் 5 வயதுக்குக் குறைந்த மரண வீதம் தெற்காசிய சராசரியைவிட அதிகமாக இருக்கிறது. எவ்வாறாயினும் இலங்கை ஒப்பீட்டு ரீதியில் நல்ல சுகாதார சுட்டியை எடுத்துக்காட்டினாலும். அவசர சுகாதார சவால்கள் இன்னும் இருக்கின்றன.

நோக்கம்
நாட்டில் தெரிவுசெய்யப்பட்ட பகுதிகளில் உள்ள உயர் இடர் சனத்தொகை குழுக்களில் தொற்றா நோய்களைப்பற்றி முகாமைப்படுத்துதல் மற்றும் கணடுபிடித்தல் என்பவற்றை மேம்படுத்துவதோடு தரமான சுகாதார கவனிப்பு சேவைகளையும் அவற்றின் பயன்பாட்டையும் அதிகரிப்பது இந்த கருத்திட்டத்தின் நோக்கமாகும்.

Primary Health Care Systems Strengthening Project
The objectives of the reorganization and strengthening of primary curative care services are to:
- Achieve universal health coverage
- Increase utilization of primary care services with special reference to NCDs
- Minimize out of pocket expenditure
Sri Lanka has had a sound primary healthcare approach since the mid-1920s (even before the Declaration of Alma-Ata in 1978). Sri Lanka has made notable progress in key healthcare indicators. Life expectancy at birth, maternal and child health as well as neo-natal, infant and under-5 mortality rates are higher than the South Asian average.
